This was supposed to be the decade of tougher consumer protections. That didn't happen

To sum up the past decade, you could call it a tale of two presidents. For evidence of that, look no further than the Dodd-Frank Wall Street Reform and Consumer Protection Act. The financial overhaul legislation was signed into law by then-President Barack Obama on July 21, 2010.
