Putin announces a ‘military operation’ in Ukraine as the U.N. Security Council pleads with him to pull back.

The Russian president called on Ukrainian troops to lay down their arms in a speech at 5:50 a.m. in Moscow. The U.N. Security Council was meeting in New York. President Biden condemned the action and said he would speak to the American public on Thursday.
